Is facial recognition inevitable?

Since facial recognition is getting better every day and there are cameras everywhere, what will happen once they track everyone's every movement and use AI on them? Since we can't change our facials, and we can't prevent facial recognition once they get better and storage is getting cheaper, what can we do? Is the future a dystopia?
