Instead of websites asking us to enable cookies why can't they enable cookies which are really necessary by default and disable the unnecessary ones

Nowadays, each and every website is prompting to enable cookies and very often those prompts are even hiding the Webpage content, which is quite annoying.
Any person who have the patience to read all those cookies and what is their purpose will definitely not allow any trackers and stuff, everyone knows this, the webpage owner knows this too, so why don't they just do it by default.
let me know what is your take on this.
