Inspecting Potential Phishing Links/Domains

When users report emails as phishing, we have to evaluate them to determine if they are really malicious or not. A browser isolation tool or desktop would be very helpful at doing this. Can anyone recommend tools or services that they have used for this purpose?
A virtual desktop in AWS/Azure is certainly an option. Just looking to see if anyone has any other suggestions.
