Insider Threat VS Outsider

As an IR, how are Insider threats dealt with in comparison to a threat coming from the outside. I don’t work in cyber yet but just wanting to know what it’s like. My assumption would be dealing with an insider would be much more difficult? There’s no real initial access done so nothing to pick up on. And depending on the insiders position and access, little no privilege escalation or pivoting would need to be done. Am I right in …
