Infected hard drive - Reusable?

Hello. My sister laptop got infected with malware that replaced her default browser to some russian jargon. I think it was called Yandex or something.
Before I could try to delete the virus, her laptop went off and would never turn again. Screen was damaged anyways.
Is it possible to re-use the hard drive? I've heard some viruses affect the root user, so they will always be present even when deleting them.
