Incident Response Plan : when it should be triggered?

Hi as per the title, I'd like to ask your opinion on the level of the scale an incident should be on to trigger the execution of the Incident Response Plan.

We're currently creating one for our organization and this is one of the questions no one in the CIRT has an idea on how to answer it.
