In practice, does a pen test give greater results than a simple vulnerability scan?

I understand that a pen test is more thorough and provides greater detail than a vulnerability scan. However, most pen tests will start with a vulnerability scan to find vulns before the exploitation stage. In my limited knowledge, it seems to me that the exploitation stage will then find what damage could be done through this vulnerability scan.
Therefore, is the same security outcome/level of protection not achieved by just running a vulnerability scan then remediating the vulnerabilities? Is …
