So this website was a basic looking HTML site that wasn't anything fancy, but what it did have was a massive list of different privacy tools, as well as how good they are and if they actually follow through with what they claim they do in their TOS. I remember it having a black background, if that helps.

If someone could help me find it, it'll be much appreciated.
