I'm poor and don't have a cell phone, and yet most websites needs a phone number for activation and 2FA. What are my options?

Somehow most accounts online still use the antiquated 2FA SMS. Temporary phone numbers on free websites online obviously aren't good for 2FA. I've searched for burner apps but it seems like they all require a phone number first.
I don't mind doing a 1-time payment for a number that I get to keep forever and only able to receive sms, doesnt even have to be unlimited.
