If you were to start your stack from scratch, who/what and why?

I've gotten the rare opportunity to bring a client from zero to hero and the budget I've been told is "whatever gets us the best". It's a multi year project and i'm just now starting the groundwork, curious what others opinions would be. We're building to Nist 171 for additional context.
