If somebody/ some organization operates a public wifi, could they find out a user's location with some devices? And if so, how quickly?

Maybe not the exact location, but the general direction? For example using the local library's wifi from a different neighbouring building, could they find out that somebody is using the wifi from that particular building? I am thinking of mostly laptops, not smartphones with their gps.
