If Intel ME is "integral" to get Intel processors to boot, why are the ones bound for NSA sans-Intel ME?

Title. Does the NSA just get inferior processors that are made weaker by lacking Intel ME or something? I don't think anyone can come up with a legit pro consumer reason they don't have Intel ME but we do.

That's not a pro consumer reason.
If Intel is telling the truth "Intel ME is a necessity for the boot process", which I highly doubt. Then the NSA would be screwed …
