IDS vs IPS vs FIREWALL vs NGFWs

I am a student starting to learn about blue team and have a question about the defense mechanism. I realise that there is IDS, IPS, normal firewall and next gen firewall. I am wondering when do you use each of it. Like IPS can detect and prevent attacks, so isnt it better than IDS. You just have to set distinct and clear rule and it can detect and block what is needed.
