I keep getting hacked. What do I do?

I simply keep getting hacked. Every time there are no new login informations, no new IPs (except for once on Instagram, from Russia, Izhevsk). Today, they got into Steam and sent phising messages to my friends, which they notified me of instantly - that's how I found out - no new emails, NOTHING.
I formatted my SSD, did a clean Windows re-install and changed all of my passwords. I'm out of ideas what to do, can someone please …
