Every few months there is a new encrypted phone used by criminals and it somehow gets decrypted by some random police force.

I get the idea that law enforcement just put them put them out and have the encryption from the start and just nominate some random police force to claim the decrypted when they gather enough criminals since they would need to show where they got their evidence
