I am getting calls from random numbers that keep beeping, sometimes they make sounds like breathing. The last three calls have had no beeping, and just what sounds like distorted breathing/laughing.

Started a few weeks ago when a friend got a random call from a local number, all it did was beep forever and sometimes hung up. It would call him back after he hung up but it eventually stopped. I called it a few times to see what it was, and it did the same with me. Today, weeks later, it calls him again and just beeps and hangs up much quicker. I call it, it beeps a few times …
