How to turn mobile hotspot into a connectable proxy server

I want to be able to connect different mobile phone hotspots to different firefox windows. I already know how to connect different firefox windows to different proxies but now need to be able to connect the separate windows to a different mobile phone hotspot each.

This is useful as 4G connections typically change ip address after disconnecting and reconnecting enabling a cheap and safe system that superficially confuses most websites.
