How to encrypt a picture without losing the JPEG, PNG, etc. format?

I am wondering if it is possible to encrypt a photo without losing the "JPEG, PNG" format. In other words, is it possible to encrypt a photo and still have programs recognize it as a photo? I would love to hear your suggestions.
