How to create an ethical Phishing campaign?

I'm currently doing some Social Engineering testing for a customer but I'm having the hardest time finding a way to send the emails. Most VPS services are blocking smtp ports or get put on a blacklist immediately. I can't use an smtp relay service. So I was wondering what are ethical hackers using now for these scenarios?
