How Signal keep his independency

before i want to use Signal i want to know how it is secured that Signal keeps his independency? As far as i can read from the FAQ, as long as they are supporters everything runs fine. But how is the state of free servers? Is there a possibilty to have sone kind of Fediverse for Signal?
