So AFAIK websites start loading the cookies as soon as the page is being loaded on a browser. Is this correct?

If so, if a user clicks on "reject cookies" after the page is completely loaded, then do the websites go back and start deleting the cookies they just had loaded?

Or do they not start loading the cookies until a user gives such permission?
