In our organization, we have quite a few web based (https) services for administrative tasks that are not intended for most users in the network. While only the admin team members have login credentials for these services (user management, VM manager, firewall manager) the login interfaces of these services can still be accessed by all users. So in theory, if there is an unauthenticated user exploit for any of these critical services, any internal user could exploit this.
