How come there is no sample file for early FBI keyloggers?

I started recently going into Vault 7 and some of it's finding. And I've read about carnivore and Magic Lantern.
How come that there are no sample files floating around of these 2001 Keyloggers (at least none that I could find)?
Is it just really good OpSec?
Anyone ever encountered one of those ? How do we know they actually exist and not just abandoned projects that had documents about them?
