How can we make cybersecurity education affordable to all? Especially when most entry level jobs use certs as a measure of 'proficiency'?

I come from a third world country, Zimbabwe and i know for a fact that had i not moved to the US, i could have never afforded some of the entry level certifications like security+ or even CEH.
