How can the police access the camera and microphone of a telephone/computer?

A few days ago, France passed a law authorizing the police to access the camera, microphone and geolocation of a phone, computer or connected object if the person in possession of it is under suspicion, and could face up to 10 years in prison. I wonder how the police are able to do this.
