I've read that there are legal precedents of companies being fined for making the opting-out of cookies way more complicated and require too many moe clicks than just accepting them.

Is there any way I can report those websites/companies that do not require a bigg fuss or filling a lot of textboxes just to end up into nothing? Maybe some third-party agency that pressure them into correcting their cookie management under the threat of legal action.
