How bad is privacy affected by Microsoft's new privacy policy?

I received a notice about the new policy the end of August, but after reading the gobbledygook, I still don't understand what the effect is? How bad is it?

(And yes, I know the big M is a gorilla-smashing privacy joke, but I'm stuck with it.)
