how a pgp key is used to proof that the person behind the website is "legit"?

sorry if this is a stupid question, but i see those keys a lot in leaks websites or onion blogs but i don't know what's their use.

am i supposed to see that key and feel safe that the person is not compromised? or do i have to run another program?
