Homomorphic encryption question

I’m trying to write an article on homomorphic encryption and how it’s future may interact with Canadian, Chinese, and European data transfer laws.
I have one question that I can’t answer with a non technical background.
How does the information in a fully homomorphic system remain discrete?
For example if one were to make a set of patient records available to compute average age versus illness or something, what would stop the data processor from not simply finding …
