So a corporate system of a Queensland government department is being held by ransomware. The department hasn't publicly admitted it yet but the system has been offline for 2 days now and the whole state is back to processing on paper.

Why are high ranking government infosec jobs constantly given to idiots? What would motivate the department not to admit it's being held by ransomware?
