Google won't let me download my data for "security reasons" even though I have set up 2FA using TOTP on this account

This is an account I actively use. I was able to create the data request but doesn't let me actually download the data.
What even is the point of 2FA then if it is not sufficient to verify my identity!? My only real option now is to give up my phone number.
