Google photos showing memories it doesn't have permissions to.

As title sais...how is this possible? I'm almost certain I've never allowed the photos app access to my camera roll- yet every month or so I can see a thumbnail of a memory, yet when I click on it Google photos sais that I need to enable permissions to see the memory?
