I discovered this feature called Locked Folder (ooo convenient), and apparently I can't transfer a photo to it offline in Google Photos.

This seems like a privacy concern. Yes I've read the claims of storing it offline but I didn't see anyone post about this. For this functionality, requiring internet access for a trivial feature seems quite alarming.
