Google Chrome "Handle" Adware

So there is this adware/pup that literally is so hard to get out of the computer. It is an extension called "handle" that loads from a file. This file will load everything back into it after you delete the stuff inside. I've used malwarebites to remove it and it did, for a little while. But now, it came back and it's even harder to remove. I've literally tried everything to remove this shit but it keeps coming back randomly.
