Does stingray/ dirt box collection cause cell phone to lose network connection?

I was at home the other day and I tried to place a phone call while a police helicopter was overhead (I’m in the US btw). The call wouldn’t connect even though my phone showed I had a good signal and was connected to 5G (I have an iPhone XR if that’s relevant). I tried several times and got the same result.
