Does DNS over HTTPS actually stop ISPs from knowing the sites you are visiting?

People say it hides the sites you are visiting from your ISP, but once you have done the secure DNS lookup you still need to send a packet to the site IP address through your ISP. Since your ISP needs to know that destination IP in order to route it, can't they just do a reverse lookup with a DNS service (or even their own cached db of previously resolved DNS queries) to see which site you are trying to …
