Do soc analyst usually report/present to end users/stakeholders?

Been looking at soc analyst roles and I used to see most with an emphasis on monitoring and escalating things to internal teams. Now im seeing more and more jobs saying things like ensure the team is aware of policies or help develop new security policies for the team.
