Do companies track you even if you turn personalisation off?

If I turn off ad personalisation in the dashboard of a non-privacy-respecting platform, is the data still being collected? Even if it's not being used, is the data usually still being gathered to be used if it is turned back on?

I left the platform intentionally vague, because I want to know whether this is the general practice.
