Dark web for secret communication

I recently heard an investigative journalist say that he uses the dark web for communicating with whistleblowers etc., implying that TOR is the only way to protect his contacts from the surveillance he believes he's under. I think he mentioned message boards, which would be good for obfuscation. Anyone have experience with this practice? Reminds me of the old method of using newspaper classifieds.
