Cybersecurity Skills/Tools

I just have to pose the question. What determines when you are able to put something down on a resume. I have used tons of technologies/tools throughout my time. A prime example is Ansible. I've used Ansible several times for creating things such as backup playbooks, update playbooks, firewall change playbooks, etc. Another would be Python(some look at this as a skill, but I think it's both a tool and a skill).
