Could a cellphone carrier link a phone number to IMEI

If malicious actions were know to have been committed with a certain phone number, could the carrier link that phone number to a particular device based on connectivity logs? Assuming the phone number couldn't be linked to any person and there was a need to track the location of said mobile phone?
