Tl;Dr - the Chrome Local Overrides mode in the Developer Tools is a very nasty opportunity for creating a keylogger in campus and shared computers. I know that end user security is with the end user, but Google could have done a minimal effort to add an alert tab that local override of code is running in the browser.
