Chinese threats seem to go unchallenged?

It seems for ages that constant cyber threats (prelude to WW3) from China and Russia seem to go unchallenged with no effort displayed to come to some sort of 'non-aggression' treaty. Case in point being the below news article. Is anyone else as worried about this as I am?
