Cfo wants full access

So the it dept reports upto the cfowith this hecwants full admin rights to our erp

He has not been there when the thing was installed he just wants to look aroundif i am there he wants to be able to just create a warehouse or add a new field technician or salesperson
Does this seem like a legit reason?

From a cybersecurity it doesnt sound very protective. .
