Can permanently deleted iCloud photos and videos still be recovered by Apple or law enforcement?

I'm talking about photos and videos that are permanently deleted, meaning that they are either past the 30 day recovery period or they were manually permanently deleted by going into the "Recently Deleted" folder.
Can these "permanently" deleted photos and/or videos still be found if law enforcement were to get involved?
