Can Google track me on iPhone with private browsing?

So I live in a European country that has its own language and Google provides services in this language. And then if I travel to another country and use normal browsing, Google still offers services with that language.
But the interesting part is, if in another country I open Safari, open private tab and go to google.com, I still see my original country’s language. Sometimes it shows the language of the country I’m currently in though.
