Can debt collectors track your phone?

My dad and I went to another city to get my car fixed and noticed all the calls were from areas around there (3 hours from our house).

Then we traveled 4 hours away to view the eclipse and the calls changed to an entirely different state- specifically where we were.

Now they are back to the local numbers around us.

Is that legal? Whoever it is making the calls seem to literally be tracking my phone in order to …
