can apps get information/data from your Keep Notes?

To make it a bit clearer in the title, is it able to read whatever stuff you put on Keep Notes? does an app take that information without your knowledge? Does it need storage permission for it to be allowed? I've tried digging it up in Google but from what I've searched it isn't exactly clear or maybe I'm just not understanding it correctly.
