Can an app uniquely identify your android device between different installs?

If you reinstall that same app under the following conditions:
- Your internet ip address has changed
- The phone is not linked to a google account
- The app has been re-installed through apk, not google play store
- you chanaged the device advertising-id in android settings (Under "Google")
- If the app requires a login, you clearly dont use the previous one
