Blocked from calling out with my own caller ID being withheld from others

I'm noticing more and more these days that when I try to call a person or a business that I get a message saying that "this person does not accept anonymous calls; unblock your caller ID and try again." I have the "show my caller ID" option unchecked in iPhone settings. Whenever I've mentioned to the person or business that my calls are not getting through to them they have stated that they have no knowledge of this.
